Foreign National Borrower Guidelines


A Foreign National Borrower is an individual who is not a resident of the United States and does not permanently reside or work in the United States. The borrower must have an unexpired passport from their country of citizenship.


Ineligible Borrowers


Residents of countries not permitted to transact business with U.S. companies, as determined by applicable U.S. government authorities, are not eligible.

Any required translations must be completed by a certified translator.

If the loan closing takes place outside the United States, it must be scheduled at a U.S. Embassy or Consulate.


Occupancy Eligibility

  • Primary residence: Not allowed
  • Second home: Allowed
  • Investment property: Allowed


Income Documentation


Self-Employed Foreign Nationals

The borrower must provide a letter on company letterhead from a qualified professional in the borrower’s country of residence, such as an accountant, CPA, financial institution officer, or licensed financial advisor. The letter must verify:

  • the nature of the business
  • income for the prior two years
  • year-to-date income


The letter must be translated into English by a certified translator, if applicable.

The borrower must also provide evidence of business existence, such as:

  • a company website, or
  • a business or operating license issued by a government authority

Foreign tax returns may also be required.


Wage-Earner Foreign Nationals

The borrower must provide a letter on company letterhead from an authorized employer representative stating:

  • employment history
  • position/title
  • length of employment
  • year-to-date earnings
  • earnings for the prior two years

The letter must be translated into English by a certified translator, if applicable.

Foreign tax returns may also be required.


Eligible Assets


Assets held outside the United States may be eligible. Borrowers must provide:

  • the two most recent bank statements for foreign-held assets
  • certified English translations of statements, if applicable

For U.S.-based assets, borrowers must provide:

  • the two most recent bank statements

Gift funds are allowed, provided the borrower submits:

  • the donor’s most recent bank statement
  • a gift letter from the donor
  • certified English translations, if applicable


Credit

U.S. credit is not required.

If a foreign credit report is unavailable, the borrower may provide:

  • three credit reference letters, translated into English, showing a 24-month history


Vesting

Title may be held in an LLC, but it must be a United States LLC, and none of its members may be foreign entities.


ITIN Program Guidelines

An Individual Taxpayer Identification Number (ITIN) borrower is a person who resides and works in the United States, has an ITIN, but does not have U.S. citizenship.


Required Documentation


Borrowers must provide:

              an unexpired ITIN card or IRS-issued letter confirming ITIN issuance

  • an unexpired government-issued photo ID, such as a driver’s license, passport, or visa
  • evidence of a two-year history of living and working in the United States
  • a valid U.S. FICO score with a minimum of two scores
  • a 12-month housing history


Tradeline Requirements


The primary wage earner must meet one of the following minimum tradeline requirements:

  • 3 tradelines reporting for at least 12 months, with activity in the last 12 months, or
  • 2 tradelines reporting for at least 24 months, with activity in the last 12 months


If the primary wage earner has three credit scores, the minimum tradeline requirement is waived.
