PROFESSIONAL SUMMARY

Serving as an Operations Research and Systems Analyst (ORSA) and an expert in the Planning, Programming, Budgeting, and Execution (PPBE) process for Headquarters Department of the Army (HQDA) in development of the Program Objective Memorandum (POM) for the U.S. Army and for the U.S. Army Reserve (USAR). Extensive experience in preparing high-level analyses for Army Senior Leaders (ASLs), leading large cross-functional teams, and effectively coordinating with multiple stakeholders at the HQDA level, at the Office of the Secretary of Defense (OSD), and at the Congressional level.

Director for USAR PAED Directorate, Office of the Chief of Army Reserve (OCAR), responsible for the development, analysis, integration, coordination, and defense of 154 USAR Management Decision Package (MDEP) programs, including the oversight and development of more than $9.1B in associated requirements and funding for each year of the POM. Engages directly with General Officers and Senior Executive Schedule level civilians across each Program Evaluation Group (PEG), defending requirements development and funding for manning, training, installations, sustaining and equipping programs for the USAR. Coordinates with all associated U.S. Army Reserve Command (USARC) and OCAR stakeholders to build and defend the President's Budget (PB) submission against all levels of professional scrutiny, inclusive of the Headquarters, Department of the Army (HQDA), the Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and congressional budget reviews.

• Selected to serve as Director, USAR PAED immediately upon Merit-Based promotion to Colonel in the USAR. The Director, PAED is the most influential and impactful ORSA position in the USAR. Selected for Merit-Based promotion to Colonel based on exemplary performance and leadership across the ORSA community, OCAR, and the USAR.

• Leads all high-level Chief of Army Reserve (CAR) participation in the POM process for the Army Reserve, inclusive of the POM Offsite, development of the Commanders Program Assessment (CPA) for the USAR, and assessments of POM builds from all PEGs across HQDA. Ensures the CAR is prepared to engage with the Secretary of the Army (SECARMY), the Chief of Staff, Army (CSA), the Undersecretary of the Army (USA) and the Vice Chief of Staff, Army. Engages up to the 3-Star level across HQDA and OSD to ensure all USAR leadership is included and informed.

• Mentors entire ORSA community across the Army Reserve, inclusive of peer-level Colonels, Senior Lieutenant Colonels, Majors and Captains. Provides personalized coaching and mentorship to each of the 55 Officers in the ORSA population, ensuring that each USAR ORSA maximizes their contributions to units and directorates across the USAR.

Chief, Program Integration Branch (Lieutenant Colonel) – Feb 2021 to Jul 2023

Program integrator and analytical lead to the Director, USAR PAED Office of the Chief of Army Reserve (OCAR), responsible for the development, analysis, integration, coordination, and defense of 139 USAR Management Decision Package (MDEP) programs, including the oversight and development of more than $8.9B in associated requirements and funding for each year of the POM. Engages directly with General Officers and Senior Executive Schedule level civilians across each PEG, defending requirements development and funding for manning, training, installations, sustaining and equipping programs for the USAR. Coordinates with all associated U.S. Army Reserve Command (USARC) and OCAR stakeholders to build and defend the President's Budget (PB) submission against all levels of professional scrutiny, inclusive of the Headquarters, Department of the Army (HQDA), the Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and congressional budget reviews.

• Identified as the #1 performing Officer across the USAR resourcing directorate by the Director of

Resources, Installations, and Materiel for the USAR (SES-2). Recognized for leading analysis for USAR PAE, engaging with all PEGs across the HQDA staff, coordinating across the reserve

component, to include fellow stakeholders within the Army National Guard (ARNG), and for

spearheading POM assessments for the USAR, resulting in assessment memorandums send to directly to ASLs.

• Directly led all USAR analyses in support of USAR civilian manpower decisions at the ASL level.

Orchestrated the effort for the USAR through the HQDA Civilian manpower process, directly

impacting USAR aggregate level manpower authorizations and funded Full-Time Equivalents (FTE), and USAR force structure. Worked with multiple HQDA and OCAR/USARC stakeholders, including

the staff for the Assistant Secretary of the Army for Manpower and Reserve Affairs (ASA M&RA),

OCAR Force Management, and the Office of Civilian Personnel Management at USARC.

• Led all technical analyses within the G-8 PAE cPROBE database for all sister branches across USAR PAE, ensuring all PAE leadership and program analysts utilized the most up-to-date data and analytical methodology. Wrote and instructed all PAE analysts on appropriate analytical methodology for impactful analysis within the organization.


PROGRAM ANALYSIS AND EVALUATION DIRECTORATE (PAED)

Chief, Manning Branch (Lieutenant Colonel) – Jul 2019 to Feb 2021

Office of the Chief of Army Reserve (OCAR)

Chief of Manning Branch, USAR PAED Office of the Chief of Army Reserve (OCAR), responsible for the development, analysis, integration, coordination, and defense of 28 USAR Management Decision Package (MDEP) programs, including the oversight and development of more than $6.5B in associated requirements and funding for each year of the POM, encompassing 70% of total funding for the USAR. Engaged directly with General Officers and Senior Executive Schedule level civilians across Manning PEG, defending requirements development and funding for the USAR aligned to that PEG. Coordinated with all associated U.S. Army Reserve Command (USARC) and OCAR stakeholders to build and defend the President's Budget (PB) submission against all levels of professional scrutiny, inclusive of the Headquarters, Department of the Army (HQDA), the Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB),and congressional budget reviews.

• Identified by Director, USAR PAE and USAR DRIM (SES-2) the #1 performing Officer across the directorate. Engaged with SES-2 level leadership in HQDA DCS G-1, Manning PEG, to socialize and defend resourcing for USAR MILPAY and Manpower.

• Constructed specific methodologies with the USAR Comptroller/Financial Management community to

effectively develop the Budget Estimate Submission for FY22 in coordination with the POM22-26

build for the Army Reserve. This analysis and coordination resulted in significant streamlining of BES

development for the USAR.

• Led a high performing team of USAR Manning Program analysts inclusive of a GS-14 Civilian

Deputy, 2 LTCs, 2 MAJs, and a GS-13 Civilian.
